How Your Utility Bill Is Structured

• Supply charge — the cost of the electricity itself. The supply charge is the per-kWh price of the electricity that flows through your meter. In regulated states, your local utility sets this rate. In deregulated states, you may be able to shop for a competing supply company while the utility still delivers the power. The supply charge is usually the largest single component of a typical residential electric bill — often 50–65% of the total.
• Delivery (or distribution) charge — the wires and poles. The delivery charge recovers the cost of the transmission and distribution system: high-voltage lines that bring bulk power into the region, substations, neighborhood distribution lines, transformers, and the meter at your home. This is almost always a separate line from supply, and it is the piece your local utility bills you for even if you buy supply from a competitor.
• Fixed monthly customer charge — the connection fee. A fixed monthly customer charge (called basic service, monthly service, or facilities charge) is the flat amount you pay for being connected to the grid at all. It covers the cost of meter reading, billing systems, customer service, and keeping an account open. Typical range: $5–$15/month for residential customers. This is one of the most overlooked line items because it adds up to $60–$180 per year even if you use almost zero electricity.
• Riders, surcharges, and pass-through adjustments. Riders (also called surcharges, reconciling clauses, or adjustments) are pass-through charges that let the utility recover specific costs without going through a full rate case. Common entries include fuel adjustment charges, renewable program charges, energy efficiency program charges, storm recovery costs, and decoupling adjustments. Each rider is usually small individually — $0.5–$5 — but they can stack up to $10–$30/month combined, and they're often the least understood line on the bill.
• Taxes — the final layer. Most utility bills include state and local sales tax on at least the supply portion. Some states also add a utility gross receipts tax, a city franchise fee, or a public purpose charge. These are nondiscretionary and cannot be negotiated, but they should be calculated on the right subtotal — an error on the bill can sometimes be worth disputing.
